Rajgarh district’s Khilchipur RTO check post is under scrutiny over an alleged extortion and brokerage network, reportedly controlled by an unidentified mastermind known as “Madam.” According to inputs gathered by the Dainik Bhaskar State Investigation Team, uniformed personnel act as intermediaries, while key decisions on deals and pricing are allegedly approved by this “Madam.” The system is said to involve structured payments from passing vehicles, with discounts and enforcement decisions reportedly issued under her instructions. During the investigation, repeated references to “Madam” surfaced among staff members. Officials posted at the check post include in-charge Anamika Koli and four other women personnel. Sources suggest one of them may be linked to the alleged network. Notably, 15 days earlier, Bhaskar had exposed a related brokerage racket, after which constables R.P. Singh Hanotiya and Amit Jharbade were transferred. Despite this, the alleged collection system is said to have continued, now operating more discreetly. WhatsApp trail leads to ‘madam’ reference To investigate the alleged network, a reporter contacted employees and officials at the Khilchipur check post. During this interaction, contact was established with in-charge Anamika Koli, who communicated via WhatsApp and asked the reporter to visit the office between 12 noon and 6 pm. However, she reportedly expressed irritation over repeated confirmations. The next day, she said her staff would handle further communication. Soon after, constable Amit Jharbade contacted the reporter and called him for a meeting. Fixed “rate card” for vehicles: ₹700 to ₹60,000 At the Khilchipur check post, alleged bribe rates were revealed during the interaction. Constables Amit and R.P. Singh Hannotia reportedly presented a structured “rate card” after reviewing a list of 15 vehicles. Officials reportedly said that once payment is made, vehicle numbers are entered into a WhatsApp group, after which drivers are not stopped at the checkpoint. ‘Madam’ rejects discount proposal For 15 vehicles, a monthly collection of ₹60,000 was allegedly fixed. The reporter proposed ₹40,000, and officials reportedly negotiated up to ₹50,000. However, they stated that the final approval rested with “Madam.” Later, it was conveyed that “Madam” rejected the reduced offer and insisted on ₹4,000 per vehicle, keeping the total at ₹60,000 per month. Official denial by in-charge Anamika Koli When questioned about the reference to “Madam,” in-charge Anamika Koli distanced herself from the allegations. She stated that several women are posted with her and questioned which “Madam” the constables were referring to. She also denied any meeting with representatives of the transport network and said concerned individuals had been called to the office. Koli maintained that due to official meetings, a detailed discussion could not take place. She further denied the existence of any monthly payment system at the check post, stating that all vehicles are processed through challans with proper receipts issued.
