Ten years have passed since the death of 24-year-old Mohsin Khan, an inmate at Bhopal Central Jail. His mother, Seema Khan, has fought a long legal battle during this time, securing court orders for the registration of FIRs against several policemen, including the then jailer and a doctor, not once but four times. Each time, the accused challenged the orders through appeals, tying the case into legal complications and delaying justice. On June 16, 2025, a new order for FIRs was issued. Soon after, the accused policemen filed a revision petition. But in a major setback to them, the court of Additional Sessions Judge Preeti Salve dismissed their petition. Since that order, the court has issued warrants twice to ensure the compulsory presence of the accused in court. The task of executing these warrants was handed to the Crime Branch. However, despite all the accused being active in the field, police reported them as “missing” or “on leave.” In contrast, an investigation by Dainik Bhaskar revealed several accused continuing their duties and even caught them on camera. Crime branch replies on warrants Head Constable Ehsan Khan Police stated that he was searched for at his home, then at the Reserve Centre Bhopal, where they were told he was on three days’ leave. His warrant remained unserved. Head Constable Murli Kumar Jatia The reply claimed Murli was on two days’ leave. Yet records show he has been serving continuously in the Crime Branch on verbal attachment, despite being shown as transferred. ASI Dinesh Khajuria Police claimed he too was on leave when searched at his address and at the reserve centre. His warrant also went unserved. TI Manishraj Singh Bhadoria The report stated Bhadoria was on sick leave when searched. His warrant remained unexecuted. Accused DL Yadav Police reported that his address could not be traced, and TT Nagar police staff denied knowledge of his posting. His identity and location remain unclear. Dr R.N. Sahu Police reported he was “out of town.” His hospital staff noted the next court appearance date, and his warrant was left unserved. ASI Chironjilal Yadav Police claimed he was on sick leave. Yet Bhaskar cameras filmed him on 13 September 2025, between 8 PM and 9:10 PM, checking CCTV cameras near Bikaner Sweets, Bhopal Memorial Hospital, in connection with a theft probe. He was later seen returning to Sukhi Sewania police station on his bike. Jailer Alok Bajpai Police stated he was “on leave” in Rajgarh. Yet photographs from a jail event on 9 August 2025 showed him in uniform, seated in his official chair during duty hours. Confusion persists about the eighth accused, DL Yadav. His address could not be confirmed, and TT Nagar staff denied having any information about him. His exact posting remains unknown. Defiance of DGP’s orders In July 2025, DGP Kailash Makwana issued strict orders that policemen facing criminal cases should be shifted to the loop line and not be given field postings. Yet these orders were ignored. Roles of the accused Constables’ role Constables Murli, Chironjilal, Ehsan Khan, and Dinesh Khajuria, then in the Crime Branch, arrested Mohsin Khan from his house in connection with a robbery case. Three of them interrogated him at the Crime Branch station. TI’s role TI Manish Raj Singh Bhadoria of TT Nagar police station is accused of falsely implicating Mohsin in a robbery case and assaulting him despite his injured state. Doctor’s role Dr R.N. Sahu of Hamidia Hospital’s Psychiatry Department allegedly declared Mohsin mentally ill, though he was healthy, and referred him to Jayarogya Hospital in Gwalior. Jailer’s role The then jailer of Bhopal Central Jail, Alok Bajpai, allegedly denied medical treatment to Mohsin and arranged for him to be beaten. He also failed to provide crucial CCTV footage to the court. Family’s allegations Mohsin’s family alleged that on 3 June 2015, Crime Branch constables Murli, Dinesh, Ehsan, and Chironjilal detained him. When relatives went to free him, a bribe of ₹2 lakh was demanded. Later, he was shown falsely as a robbery at TT Nagar police station, presented in court, and sent to jail. His family alleged that Mohsin was tortured with electric shocks to his private parts, as confirmed in his medical report. He also told his family about beatings inside jail during his last meeting in judicial custody. Who was Mohsin Khan? Mohsin Khan lived in Indra Nagar, Tila Jamalpur, where he ran a DJ business below his home. He had a history of crime, with eight cases registered against him, including robbery, assault, and attempted murder. Case still stuck in loopholes Despite a decade having passed, justice remains elusive. The accused policemen continue serving in the field, warrants remain unexecuted, and orders from senior officers are ignored. For Mohsin Khan’s mother, Seema, the struggle for justice continues as the system fails to hold the accused accountable.
