There is major news for teachers in Madhya Pradesh’s School Education Department waiting for transfers to a preferred location. The department is set to begin the online application process for voluntary transfers from June 19. However, dissatisfaction is growing among teachers over the new transfer conditions and eligibility rules. Teacher organisations say the norms are so strict that most teachers will not be able to benefit from them. According to teacher associations, the transfer portal will remain open for only a short period. The last date to apply is June 23. Three conditions causing concern; 95% teachers may be excluded Upendra Kaushal, Working State President of the Government Teachers’ Organisation, Madhya Pradesh, claims that nearly 95% of teachers in the state could be unable to apply under the current rules. The concern centres around three key conditions: 90% e-attendance mandatory: The department has made 90% online attendance compulsory for transfer eligibility. Teachers argue that technical glitches and poor network connectivity often prevented attendance from being recorded, and they are now being penalised for those issues. Census duty restriction: Around 75% of teachers in the state are currently engaged in census-related work. Under the new rules, teachers assigned to census duty will not be eligible for transfers. Even administrative transfer orders issued earlier will be treated as automatically cancelled if the teacher is on census duty. Minimum three years of service: Teachers who have not yet completed three years of service are also excluded from the transfer process. Transfer issue affects 4.25 lakh teachers; unions seek review Thousands of teachers who have been waiting for transfers closer to their homes or preferred locations due to family, health and other personal reasons say the new rules have left them disappointed. The Government Teachers’ Organisation has urged the state government and the School Education Department to reconsider the conditions related to e-attendance, census duty and the minimum service requirement. The organisation says relaxing these norms would provide genuine relief to teachers who have been waiting for transfers for years.
