A sensational case of fraud has come to light in the Gwalior Municipal Corporation’s stray dog sterilization (neutering) project, where a veterinarian submitted a forged and suspicious affidavit. The incident pertains to the period between March 1, 2022, and April 30, 2022, at the ABC Center. In this case, the affidavit bore Dr. Raghav’s name, while it was actually purchased in the name of Dr. Raviraman. A major scam in dog sterilization has been exposed in the entire matter. Sub-Inspector (SI) Rohit Chaudhary, posted at Padav police station, stated that on June 12, 2026, Keshav Singh Chauhan, the nodal officer of the Municipal Corporation’s ABC Project, appeared at the station and submitted a written application. According to a letter issued from the Municipal Corporation Commissioner’s office, in the year 2022, an organization from Chhattisgarh called ‘Animal Care Foundation’ (A-1 Vidya Nagar Durg, Chhattisgarh) was contracted for the sterilization work of stray dogs under the Gwalior Municipal Corporation. The organization claimed to have sterilized a total of 656 dogs between March 1, 2022, and April 30, 2022. Where was the dog released after sterilization?
According to the rules, the dogs that are caught for sterilization must be released back at the same location after the procedure. For legal confirmation of this fact, an official affidavit was submitted to the Municipal Corporation office by the organization’s veterinarian. When the Municipal Corporation received a complaint regarding this affidavit, on the instructions of the Municipal Commissioner Gwalior, a letter was issued to the concerned firm/organization seeking clarification. The organization had submitted an affidavit in which it was acknowledged that during this project conducted in the year 2022, veterinary doctor Dr. Raviraman Sharma, appointed by the organization, was posted at the ABC Center, Gwalior. Dr. Raviraman Sharma himself purchased the stamp paper and signed it. However, the affidavit submitted to the Municipal Corporation office was marked in the name of Dr. Raghav Parashar. After this, the matter came to light that Dr. Raviraman Sharma had directly used another doctor’s name to prepare and submit a suspicious and illegal affidavit with the intention of misleading the Municipal Corporation administration. Based on the documents and investigation report submitted by Nodal Officer Keshav Singh Chauhan, Padav police station has found prima facie evidence of crime against the accused veterinarian. Police have registered a case against the accused, Dr. Raviraman Sharma, under the then-applicable law for using forged documents as genuine and committing fraud. Station In-charge Padav Shailendra Bhargava informed: On the complaint of the Nodal Officer of the Municipal Corporation’s A.B.C. Project, a case has been registered against veterinarian Dr. Raviraman Sharma for committing fraud through a fake affidavit. Police have taken up the matter for investigation. The original stamp paper and documents submitted to the Municipal Corporation are being seized. After questioning the accused doctor, legal action will also be taken against other links involved in this case.
