The Madhya Pradesh government has introduced a new digital system for managing pensions of around 1.5 lakh employees who joined service before January 1, 2005. The Finance Department has issued revised rules to make pension processing time-bound, transparent, and fully online. Employees to upload pension details themselves Under the new system, employees will now be allowed to upload their pension-related information directly on the pension software up to three months before retirement. If any discrepancies are found, the pension proposing officer will review and initiate corrections. In case an employee fails to upload the details, the system will automatically generate a case based on existing records, which the employee must verify within 15 days. 24-hour deadline for inquiry and court case entries The revised rules mandate that if a departmental inquiry or court case is initiated against an employee, the pension proposing officer must update the details on the pension software within 24 hours of receiving the order. Similarly, any recovery-related orders against the employee must also be entered into the system within 24 hours. Defined role of Pension Proposing Officer The pension proposing officer will be responsible for handling all matters affecting pension, including: All related processes will be completed by this official to ensure timely pension clearance. Timelines for salary fixation and provisional pension Cases related to pay fixation must be resolved within seven days of receipt. Decisions already approved by the Joint Director of Treasury and Accounts will not be re-examined. In situations where departmental inquiries or court cases are pending, provisional pension orders will be issued. Guidelines for missing employees and family pension If an employee goes missing, their spouse must inform the pension proposing officer after filing an FIR. In case of the pensioner’s death, family members will need to submit documents in a prescribed format to receive family pension. Officials must process and update such cases in the software within seven days. Direct orders to banks to avoid delays All orders related to pension approval, payment, and revisions will now be sent directly to authorized banks to minimize delays. If any errors are detected, corrections will be made in the software and revised orders will be issued accordingly. Pre-retirement processing made mandatory Departments are now required to prepare pension cases before an employee’s retirement. This ensures that pension disbursement begins on time without post-retirement delays. All documents must be verified in advance, and necessary details must be uploaded to the system within stipulated timelines. Accountability and Transparency emphasised The new guidelines fix accountability on officials for delays or errors in pension processing. Monitoring and verification at all levels have been made mandatory.
