In a major overhaul of service conditions, Madhya Pradesh will implement a new leave framework for more than 6.5 lakh government employees starting from new year January 1, 2026. The state will replace the 48-year-old Madhya Pradesh Leave Rules, 1977 with the Madhya Pradesh Civil Services (Leave) Rules, 2025. The new rules are largely aligned with Central Government norms and have been redesigned to reflect current social and administrative needs. Authorities say the changes will make medical and maternity leave more employee-friendly while curbing misuse. To prevent arbitrary decisions by officers, mandatory leave rosters will be introduced. Officials also stressed that the rules are more gender-neutral, with new provisions covering surrogacy, single fathers, and other evolving family structures. Earned Leave (EL) credited at the start of the year One of the most significant changes concerns Earned Leave. Earlier, EL was credited only after completing a full year of service. Under the new system, employees will have leave security right from the start of the year. New recruits will also benefit, as EL will be credited proportionately from the date of joining. 2. Teachers and Professors to get Earned Leave Government teachers and professors, who receive summer vacations, were earlier not entitled to Earned Leave, causing difficulties during emergencies. 10 days EL annually will now be granted 3. Two-year special leave for on-duty injury Considering the rise in attacks and accidents involving government staff during duty, a special provision has been introduced. – Special Medical Leave up to 2 years for employees injured during official duty, based on a medical officer’s recommendation. – Salary structure: – This leave will not be deducted from the employee’s regular leave account. 4. Casual Leave can be converted into Medical Leave Previously, employees faced technical issues if they took Casual Leave (CL) initially and later required Medical Leave. 5. Clear leave rules for probationers Leave provisions for probationary employees were unclear earlier. 6. Child Care Leave: Pay structure revised The total 730 days of Child Care Leave (CCL) remains unchanged and is applicable to eligible employees, including single fathers. 7. Leave is not a right, but no arbitrary denials The rules clearly state that leave is not an absolute right and may be cancelled in the public interest. However, safeguards have been added: A modern, inclusive framework Officials say the 2025 rules strike a balance between employee welfare and administrative discipline. By incorporating gender-neutral provisions, structured approvals, and clearer eligibility norms, the state aims to modernise service conditions while ensuring continuity of public services.
