The second day of the Madhya Pradesh Assembly’s Budget Session is set to witness key financial announcements and possible political turbulence. Finance Minister Jagdish Devda will present the third supplementary budget for the current financial year in the House on Tuesday. The supplementary allocation is expected to be around ₹20,000 crore. The Economic Survey of the state will also be tabled during the day’s proceedings, providing an overview of Madhya Pradesh’s financial and developmental performance. Discussion on Governor’s address amid protests The Assembly will also take up discussion on the address delivered by Governor Mangubhai Patel on the opening day of the session. On Monday, opposition MLAs created a ruckus during the Governor’s speech, protesting against recent deaths in Indore allegedly caused by contaminated drinking water, and the deaths of children in Chhindwara linked to consumption of toxic cough syrup. Amid continuous disruptions, the Governor left the House without completing his speech. However, the Speaker later declared that the Governor’s address would be treated as fully read. Political observers expect further uproar in the House over the incidents during Tuesday’s proceedings. 10 major points of the Governor’s address Vision of a ‘Developed Madhya Pradesh’ The Governor said the government is working with the resolve to build a “Developed Madhya Pradesh” on the lines of the “Developed India” vision. The state aims to elevate its economy to new heights through sustained reforms and growth-oriented policies. 2026 to be observed as ‘Agriculture welfare year’ The government has decided to celebrate 2026 as “Agriculture Welfare Year.” Special provisions have been made in the budget to strengthen agriculture, irrigation, and farmer welfare initiatives. Ken-Betwa link project highlighted The Ken-Betwa river-linking project, described as a lifeline for the Bundelkhand region, was cited as a major achievement. The project is expected to expand irrigation facilities across lakhs of hectares, significantly benefiting farmers. Women empowerment initiatives The Governor praised the implementation of the ‘Ladli Behna Yojana’ and the ‘Lakhpati Didi’ campaign, aimed at enhancing women’s financial independence and economic empowerment across the state. Focus on tribal welfare under PM Janman Yojana Special emphasis was laid on welfare measures for Particularly Vulnerable Tribal Groups (PVTGs) under the ‘PM Janman’ scheme. The initiative aims to provide basic amenities such as housing, electricity, and roads to marginalized tribal communities at an accelerated pace. Boost to industrial investment and employment The address reiterated the government’s commitment to promoting investment through Regional Industry Conclaves. Increase in capital expenditure A significant increase in capital expenditure (Capex) for infrastructure development—covering roads, electricity, and water supply—was announced.
