Negligence in Jal Jeevan Mission comes to light:280 agencies and 22 contractors blacklisted; 141 officers and 187 agencies served notices for delays and irregularities

The Madhya Pradesh government has taken strict action against widespread irregularities and delays in the implementation of the Jal Jeevan Mission. Since the launch of the mission, a total of 280 agencies have been blacklisted, and 22 contractors have had their contracts canceled due to substandard work, delayed project execution, and violations of tender procedures. Authorities discovered that some contractors submitted fake bank guarantees, prompting immediate termination of their contracts and referral of cases to the CBI for further investigation. Notices issued to officers and agencies Significant irregularities were also found in the preparation of Detailed Project Reports (DPRs) for water supply projects. Consequently, 141 officials, ranging from sub-engineers to executive engineers (EEs), have been issued show-cause notices. Additionally, 187 agencies involved in DPR preparation have also received notices. Due to delays and negligence, agencies have been penalized approximately Rs 30 crore so far. Chief Secretary reviews progress On Tuesday, Chief Secretary Anurag Jain reviewed the progress of the Jal Jeevan Mission at the state secretariat. Principal Secretary of Public Health Engineering, P. Narhari, briefed the CS on the actions taken so far, assuring that all work is being monitored to ensure timely completion and prevent financial irregularities. The Chief Secretary directed officials to accelerate all pending projects and ensure that clean water reaches every household in every village. He emphasized strengthening quality control and regular monitoring systems, warning that negligence at any level will not be tolerated, adopting a zero-tolerance policy. Progress achieved despite setbacks Officials reported that 80,52,082 households have received tap connections, achieving over 72% of the total target. The Chief Secretary expressed satisfaction with this progress. However, several complaints were registered due to incorrect DPRs, which excluded small hamlets, padas, and tolas, leaving many villages without water connections. The Chief Secretary took note of this negligence and ordered corrective action. District-Level Review and Blacklisting A district-level review committee, chaired by the Engineer-in-Chief, was formed to reassess DPRs. The committee reviewed 8,358 individual village tap water schemes. Based on this review, blacklisting, notices, and penalties were issued to the agencies and contractors responsible for lapses.
