In Neemuch’s Cantt police station area on Wednesday afternoon, three to four street dogs attacked a 4-year-old girl who was playing outside her house. When the girl screamed, nearby people rescued her and immediately took her to the district hospital. The innocent child has received about 10 stitches on her face. She is currently being treated in the hospital’s ICU. Firoza, a resident of Shalimar Colony in Ward No. 18, said that her daughter Alshifa (4) was playing in the courtyard after lunch on Wednesday afternoon. The Supreme Court has ordered to keep stray dogs away from schools, colleges, hospitals and bus stands. The court said that fencing should be installed in schools-colleges and hospitals so that dogs cannot reach there. The court said that captured stray dogs will not be released back at the same place from where they were picked up. They will be kept in shelter homes. The Supreme Court said that frequent dog bite incidents in institutional areas like schools, hospitals, sports complexes, bus stands and railway stations show not just administrative negligence but also system failure. The court also ordered removal of stray animals from all National and State highways. Chief Secretaries of all states have been asked to strictly enforce these orders. The court also said that such incidents are damaging public safety, tourism and the global image of the country. A status report and affidavit has been sought in this matter within 3 weeks. She said that the Supreme Court’s decision to keep stray dogs away from schools, colleges, hospitals and bus stands is “not only unconstitutional but also impractical. Swati said that first of all, no state government has enough facilities or funds to implement such a large-scale decision like removing stray dogs or building shelters for them. If dogs are to be removed, first the law will need to be amended and laws are made in Parliament, not in court.
