The Madhya Pradesh government transferred 24 IAS officers, including 12 district collectors, in a major administrative reshuffle on Tuesday. Several officers were reportedly embroiled in controversies with political representatives or faced criticism for their administrative decisions, prompting their transfers. Among the notable changes, Dindori Collector Neha Marwaha and Bhind Collector Sanjeev Srivastava were removed following disputes with local BJP legislators. Other officers, including Pandhurna Collector Ajay Dev Sharma, Seoni Collector Sanskriti Jain, and Bhopal Municipal Commissioner Harendra Narayan, were transferred amid controversies involving public grievances, disputes with politicians, or judicial scrutiny. The reshuffle reflects the ongoing tensions between bureaucrats and political representatives in Madhya Pradesh and highlights the influence of political pressure on administrative postings. Neha Marwaha transferred after a dispute with BJP MLA Neha Marwaha, a 2011-batch IAS officer, was appointed Collector of Dindori for the first time in her 14-year career. However, she served in the post for only eight months before being transferred. The controversy surrounding Marwaha arose due to her administrative style, which reportedly displeased Shahpura BJP MLA and former minister Omprakash Dhurve. During a public hearing at the Dindori collectorate, Dhurve alleged that Marwaha failed to register complaints properly, did not resolve local issues efficiently, and mistreated villagers. He stated, “When approached, she says it’s not her responsibility. She scolds the tribals in front of me. Is the collector here to eat chicken and mutton? Such a collector is unfit to remain in Dindori.” Prior to this, Marwaha had raised concerns about discrimination in field postings during an IAS meet nine months earlier. After the dispute, she was transferred to the Vimukt, Ghumantu, Ardh Ghumantu Department in Bhopal, away from the Dindori district administration. Bhind Collector Sanjeev Srivastava removed following MLA confrontation In Bhind, BJP MLA Narendra Singh Kushwaha had a heated confrontation with Collector Sanjeev Srivastava on August 27, revolving around local administrative issues, including sand theft allegations and fertilizer supply challenges. The argument escalated when the collector gestured at the MLA during a discussion. In response, the MLA threatened physical action and demanded the collector’s transfer. Thirty-four days later, Srivastava was transferred to the Public Works Department in Bhopal as an Additional Secretary. This incident illustrates the intense political pressures faced by bureaucrats in districts where local legislators demand influence over administrative decisions. Pandhurna Collector Ajay Dev Sharma controversy Ajay Dev Sharma, the collector of Pandhurna, was at the center of a dispute over the construction of a new collectorate. He proposed building the office on 5 acres of land donated by the Lingayat community, situated approximately 3 km from Pandhurna city near Shani Mandir. Local BJP leaders had purchased around 20 acres of land near Shani Mandir, leading to protests. Congress MLAs Vijay Chaure and Nilesh Uike led demonstrations on September 23, demanding the collectorate be constructed on existing government land near the agricultural market. Following this dispute, Sharma was transferred from Pandhurna. Other officers transferred amid controversies Harendra Narayan (Bhopal Municipal Commissioner): Criticized by BJP leaders, including Minister Vishwas Sarang and MP Alok Sharma, for allegedly ignoring calls and public complaints. Transferred to Chhindwara as collector. Chandrashekhar Shukla (Singrauli): Reprimanded by the Madhya Pradesh High Court in March for improper land acquisitions. Transferred to Revenue Department as Additional Secretary. Sanskriti Jain (Seoni): Accused by a horticulture department official of harassment over several months. Transferred to Bhopal Municipal Corporation as commissioner. Jamuna Bhide (Niwari): Controversy over authorizing the sale of government land while serving as Additional Commissioner, Indore Division. Transferred as collector of Niwari. Shilendra Singh (Chhindwara): Faced protests from Congress activists who tied a memorandum to a dog in his absence. Previously involved in disputes with MLAs and court penalties during tenure in Chhatarpur. Pattern of controversial transfers Out of the 24 IAS officers transferred, at least seven were involved in high-profile controversies or disputes with political representatives. Officers faced public allegations, administrative criticism, or political pressure, resulting in frequent postings to departmental roles in Bhopal or other districts. Political observers noted that BJP MLAs’ dissatisfaction with officers’ administrative style was a key factor in these transfers. Officers serving in sensitive or politically important districts were more likely to face transfers following disagreements with local legislators. Implications for governance The recent reshuffle underscores the challenges bureaucrats face while balancing administrative duties, political pressures, and public expectations. Several officers were transferred after serving in contentious roles for only a few months, highlighting the volatility of district-level administration in Madhya Pradesh. While the government aims to maintain administrative efficiency, these transfers raise questions about bureaucratic autonomy, decision-making independence, and the influence of political representatives on governance. Officials note that the reshuffle was intended to resolve conflicts between officers and local lawmakers and ensure smooth functioning in districts where disputes had disrupted governance. The transfer of 24 IAS officers in Madhya Pradesh reflects a mix of administrative reshuffling, political influence, and controversy management. Notable cases include Neha Marwaha in Dindori, Sanjeev Srivastava in Bhind, and Ajay Dev Sharma in Pandhurna.
