My husband would often go on tours to Dubai and Thailand at government expense. Initially, I thought he was going there for work, but later I realised he was going there for debauchery. Once he took me to Dubai and threatened to sell me. These are the allegations of Tabassum Bano, the wife of Deputy Collector Mohammad Siraj Mansuri, has lodged serious allegations against her husband, claiming corruption, property grabbing, domestic violence, and death threats. She made these claims during a public hearing in Ujjain and submitted videos and pictures as evidence to the officials. According to Tabassum, her husband frequently travelled to Dubai and Thailand at government expense. Initially, she believed these trips were official, but she later discovered that he was using them for personal indulgences. She alleged that on one such trip to Dubai in 2017, when their daughter was five years old, Mansuri took her to a hotel room, physically assaulted her, and threatened to kill or sell her if she revealed anything. He also reportedly confiscated her passport at the time. According to her, Mansuri purchased plots and houses in Chhindwara, Indore, and Jabalpur under the names of relatives. Tabassum alleges that over the years, Mansuri’s corrupt practices, including financial mismanagement and property grabbing, increased alongside his extramarital relationships. It is noteworthy that Mansuri, posted as Deputy Collector in Ujjain at the time of the allegations, was investigated by Lokayukta police in September last year for allegedly giving three lakh rupees to a mosque. Following the investigation, he was transferred to Bhopal. Domestic violence and extramarital affairs Tabassum said that after marrying Mansuri in 2008, she initially lived with her in-laws in Parasia, Chhindwara, while her husband was posted in Sihora, Jabalpur as Deputy Tehsildar. They had a son about one and a half years after their marriage. When she moved to Sihora to live with her husband, she discovered that he maintained relationships with women working in his office. When confronted, Mansuri allegedly told her, ‘Don’t interfere in my matters.’ She also stated that a woman from Mansuri’s village frequently visited their home. On one occasion, she caught the woman and her husband in an objectionable position. When she threatened to report him to the police, he apologised, and she initially forgave him, but the behavior continued. Threats and abuse during official trips Tabassum claimed that Mansuri traveled to Bangkok, Dubai, and Iraq without informing government authorities. She said that if his passport records were examined, ‘the whole truth will come out.’ She recalled the Dubai incident in 2017, where Mansuri allegedly threatened her life, physically assaulted her, and confiscated her passport. She also shared a video with police showing Mansuri in a club in Dubai. Delay in filing complaint Tabassum addressed why she filed a complaint after years of alleged abuse. She explained that she had remained silent due to fear. After the Dubai incident, she said she stayed at her parents’ home with her two children in 2023 when Mansuri was posted in Indore. She later sent her son back to her husband, during which time she witnessed her husband living with another woman, even though they were not divorced. She alleged that her husband gave all her jewelry and clothes to that woman and threatened her family when she protested. She filed a complaint at Auraiya police station, and Lokayukta took action in September 2024. However, she claimed that Mansuri and his associates continued threatening her and her family. Public hearing in Ujjain On September 23, Tabassum traveled from Uttar Pradesh to participate in a public hearing held by the District Panchayat CEO in Ujjain. She directly informed officials that her complaint concerned her husband, Deputy Collector Mansuri, who was then posted in Bhopal. She presented call recordings as proof that her husband had been threatening to kill her, stating that despite repeated reports, the police had taken no action. She also highlighted the alleged accumulation of benami properties by Mansuri and noted that she had previously complained about his misconduct during a public hearing in Indore about a week earlier. Complaint over religious conversion Tabassum also faces allegations of forced religious conversion. A woman named Mamta, reportedly living with Mansuri, filed a complaint against Tabassum at Khajrana police station in Indore. Tabassum said this complaint was filed at her husband’s behest after she had raised allegations against him during the Indore public hearing on September 16. She denied any wrongdoing, stating that she had not interacted with Mamta since 2023 and could not have coerced her. Family and emotional toll Tabassum described the emotional toll of her husband’s alleged behavior. She said that Mansuri forcibly took her daughter, filed false cases against her and her family, and continued threatening her. She claimed that when her daughter tried to speak up, Mansuri allegedly said, ‘I will get your mother encountered; I will kill her.’ Tabassum stated that she had written to officials including the Prime Minister, Chief Minister, Home Secretary, Home Minister, and BJP President, but had not received a response. Attempt to contact Deputy Collector Bhaskar attempted to reach Mansuri to get his side of the story. However, he did not answer calls or respond to messages sent via WhatsApp. Tabassum provided videos and CCTV footage to the police in support of her allegations, which show Mansuri in public settings alongside the woman she claims he is living with. Background and context Tabassum’s allegations span over 15 years, beginning soon after her marriage in 2008. She claims that over time, Mansuri’s misuse of power, extramarital relationships, and threats escalated. She stressed that she remained silent initially due to fear for herself and her children. She added that even when she approached authorities, her complaints were not acted upon promptly, forcing her to bring the matter to multiple public hearings and government offices. Police investigation pending Officials have yet to comment on the allegations in detail. The police are expected to investigate the claims of domestic violence, threats, corruption, and benami property acquisition. Tabassum’s evidence, including videos, call recordings, and documents, has been submitted to authorities, and the case remains under review.
