In a major step toward digital governance, the Madhya Pradesh government has launched a faceless registry system, eliminating the need for citizens to visit registrar offices for property and other document registrations. Chief Minister Dr Mohan Yadav inaugurated the cyber sub-registrar office at the Inspector General (IG) Registration Office in the state capital. Under the new system, citizens can complete document registration from home through Aadhaar authentication, video KYC, and e-signature. In the first phase, 75 types of documents will be made available for online registration. ‘A new era for the younger generation’ Speaking at the launch, Chief Minister Dr Mohan Yadav said the faceless registration system would significantly reduce errors and enhance transparency. “People earlier faced inconvenience with stamps and physical impressions. Even those who could sign properly were often asked to provide thumb impressions. This marks the beginning of a new era for the younger generation,” he said. The Chief Minister noted that nearly 1.495 million documents have already been registered under the existing system, and the introduction of new technology would further improve efficiency. The cyber sub-registrar office became operational on Monday. He added that the state’s development initiatives are being carried out under the guidance of Prime Minister Narendra Modi with a focus on transparency. “Just as banking services are handled in banks and registration in offices, now people can register their documents from anywhere. Cyber registration will help eliminate allegations and improve accountability,” he said. Types of documents eligible for online registration Under the faceless system, a wide range of documents can now be registered online. These include: In total, 75 types of documents will be covered in the first phase. Aadhaar verification and AI-based video authentication mandatory To complete a faceless registry, parties involved must provide their Aadhaar numbers. During the virtual process, an AI-enabled system will record a video, instructing the individual to move their head in different directions to verify identity. Applicants will also be required to present one identity proof, such as a voter ID card, passport, PAN card, or driving licence. The AI system will match the video recording with the Aadhaar photograph and the submitted ID proof. Cyber registration will proceed only after successful verification of all details. Mandatory declaration of free consent Through the Sampada 2.0 software, applicants must declare that they are not under any pressure and are voluntarily opting for electronic registration. Completion of e-KYC and e-signature is mandatory before proceeding. Officials said the entire process—from slot booking to final registration—will be conducted online in a virtual environment. Services to expand to district level Initially, the services will operate from the IG Registration Office and will later be expanded to district levels. Officials confirmed that the system is being introduced following significant upgrades to the Sampada 2.0 software. The facility will benefit not only residents within Madhya Pradesh but also those living in other states or abroad. Citizens can register documents through cyber registry from anywhere. The government may levy a separate registration fee for this service. Reduced waiting time, less crowd at offices Currently, 141 types of documents are registered across registry offices in the state. In the first phase, 75 types have been brought under the online system. This is expected to reduce crowding at local offices and shorten waiting times for property registration. With rising property transactions, major improvements have been made to the Sampada-2 portal. After linking Aadhaar in the registration process, authorities claim property fraud has reduced by up to 90%. Documents such as lease agreements, lease renewals, rental agreements, power of attorney, and agreements involving individuals employed outside the state can now be registered via video KYC. Sub-registrar’s virtual presence not mandatory in all cases Officials clarified that for the 75 document categories included in the first phase, the virtual presence of a sub-registrar will not be mandatory in every case. In some documents, it will be compulsory, while in others it will remain optional. The requirement will be clarified during the virtual process. Citizens can register documents from anywhere Deputy Chief Minister and Commercial Tax Minister Jagdish Devda said citizens can complete registrations while sitting in their districts or even from abroad. “The Commercial Tax Department is continuously introducing innovations. This initiative will directly benefit the public. I congratulate the officers and the entire team involved in implementing this system,” he said. With the rollout of the faceless registry system, Madhya Pradesh joins the growing list of states embracing digital transformation to improve efficiency, transparency, and ease of doing business.
