Decarlos Brown Jr, a 34-year-old homeless man with a history of violence and mental illness, was released on cashless bail and subsequently stabbed 23-year-old Iryna Zarutska to death on a Charlotte train. Despite a documented history of arrests for assault, robbery, and firearms possession, Brown was free due to a “written promise” to appear in court.
