The Madhya Pradesh School Education Department has removed the mandatory requirement of submitting a marriage registration certificate for teachers seeking voluntary transfers under the spouse category. Teachers applying for transfers on the basis of their spouse’s posting can now submit alternative documents such as their Samagra ID, a verified copy of their service book, or any other appropriate supporting document instead of a marriage certificate. The revised instructions were issued by Commissioner of Public Instruction Abhishek Singh to all District Education Officers. Relief for teachers without Marriage Certificates The decision is expected to benefit a large number of teachers who were unable to apply because they did not possess a marriage registration certificate. Although the transfer policy released on June 6 did not specifically require a marriage certificate, the online application portal had made uploading the document mandatory. This created confusion and prevented many eligible applicants from completing their submissions. Following concerns raised over the issue, the department issued a clarification and amended the requirements. Several issues continue to affect transfer applications Despite resolving the marriage certificate issue, teachers continue to face several technical and policy-related hurdles in the voluntary transfer process. Even as the application deadline approaches, many applicants have reported difficulties in completing their online forms. Teacher associations say conditions such as the requirement for 90% e-attendance, restrictions on teachers engaged in Census duties, and the mandatory three-year service period have already excluded a significant number of eligible candidates from the process. Disabled and seriously ill teachers face portal problems Teachers with disabilities and those suffering from serious illnesses have also encountered technical issues while using the transfer portal. According to teacher representatives, the portal requires a disability certificate issued within the last year, while many applicants possess permanent disability certificates. These existing certificates are reportedly not being accepted by the system, leaving affected teachers unable to complete their applications. Teacher organisations seek deadline extension In light of the ongoing issues, representatives of several teacher organisations, including State Teachers’ Association president Jagdish Yadav, met School Education Minister Uday Pratap Singh to raise their concerns. Upendra Kaushal, Executive State President of the Government Teachers’ Organisation, urged the government to immediately resolve all technical glitches on the portal and extend the application deadline so that no eligible teacher is denied an opportunity to apply for a transfer.
