The proposed provision limiting eligibility for government jobs in Madhya Pradesh to candidates with a maximum of two children will not be implemented. Chief Minister Mohan Yadav has directed the General Administration Department (GAD) to scrap the draft rule that would have disqualified candidates with more than two living children from government service. The Chief Minister has also ordered the immediate removal of the draft from the government portal and instructed officials to publish a revised version. The decision is being seen as a major relief for government employees and aspirants preparing for competitive examinations. The GAD had released the draft of the Madhya Pradesh Civil Services (General Conditions of Service) Rules, 2026 on June 6, retaining the two-child restriction. Earlier, on March 27, 2026, Dainik Bhaskar had exclusively reported the possibility of changes to the provision. After the June 6 draft retained the two-child condition, the newspaper highlighted the issue prominently once again. Background: Restriction existed since 2001 The proposed provision was based on regulations introduced by the state government in 2001. Under those rules, individuals having more than two living children on or after January 26, 2001, were considered ineligible for direct recruitment to government jobs and certain departmental appointments. Additionally, the Madhya Pradesh Civil Services (Conduct) Rules, 1965, classified having more than two children as misconduct for government employees. CM orders fresh draft without restrictive clause The Chief Minister has directed officials to formally publish a revised draft of the Madhya Pradesh Civil Services Rules after removing all provisions that treat candidates with more than two living children as ineligible for government service. The decision is being viewed as a major relief for government employees as well as aspirants preparing for state government recruitment examinations. Rajasthan and Chhattisgarh had already removed similar restrictions Madhya Pradesh is not the first state to reverse such a policy. The Rajasthan government, led by Vasundhara Raje, removed the restriction on May 11, 2016, while the Chhattisgarh government under Raman Singh abolished it on July 14, 2017. Since then, government employees with three or more children have continued to serve without restrictions in both states. Andhra Pradesh offers incentive for third child In a contrasting approach, Andhra Pradesh has announced a financial incentive of ₹25,000 for families having a third child, reflecting a different population policy strategy compared to states that previously imposed restrictions on family size.
