The Madhya Pradesh government is set to introduce major changes to civil service rules, but the condition restricting government jobs to candidates with no more than two children will remain in place. The General Administration Department (GAD) has released the draft of the Madhya Pradesh Civil Services (General Conditions of Service) Rules, 2026. The retention of the two-child norm is significant because the GAD had last year prepared a proposal to remove the restriction. The proposal had also received in-principle approval from the Chief Minister. However, the government has now reversed that decision in the new draft rules. The restriction was first introduced 24 years ago. In 2001, the then Digvijaya Singh-led government amended the Madhya Pradesh Civil Services (General Conditions of Service) Rules, 1961, making the two-child norm a condition for government employment. What does the two-child rule say? Under Rules 5 and 6 of the new draft, conditions for eligibility and ineligibility have been determined. According to this – Any candidate who has more than two living children, and one of them was born on or after January 26, 2001, will not be eligible for government service. Case of twins: If someone already has one child and gives birth to twins or more children in the next delivery, they will be considered ineligible. New formulas for Probation and Seniority The government is also bringing new rules related to employee recruitment, probation, and seniority. These will apply to most government services in the state. Under the new rules, if an employee is on probation and the department does not make a decision on their regularisation within 6 months of the period ending, they will be automatically considered permanent. If people join in the same year through direct recruitment, compassionate appointment, and promotion, then seniority will be given first to those from direct recruitment, then compassionate appointment, and finally promotion. However, if the appointment orders for all three are issued on the same date, then the promoted person will be considered the most senior. After this, direct recruitment and then others will follow. Gradation List will be updated every year: The new gradation list of employees will be updated every year by March 31, based on the status as of January 1. According to the rule, if a criminal case is pending against a candidate, their joining will be withheld until the final decision is made. Suggestions can be given on GAD website till June 15 According to Ajay Katesaria, Additional Secretary of GAD, suggestions have been sought from employee organisations and the general public on this new draft. Opinions can be given on the GAD website till June 15. After the suggestions, the final draft will go for cabinet approval and these rules may be implemented from July this year.
