The Enforcement Directorate (ED) has attached properties worth ₹85.45 crore in two separate cases in Madhya Pradesh. The action has been taken against former Public Works Department (PWD) Engineer-in-Chief Govind Prasad Mehra and former District Excise Officer Dharmendra Singh Bhadauria, along with their family members. On Tuesday, the ED attached properties worth ₹67.25 crore linked to Mehra. He had come under scrutiny after a luxury farmhouse spread across 72 acres in Saini village of Narmadapuram district was found. The farmhouse included cottages, a swimming pool and a private pond. In a separate case, the ED attached properties worth ₹18.20 crore belonging to Bhadauria. According to the investigation, he had accumulated assets that were 459 percent higher than his known sources of income. The investigation revealed that between March 4, 1985, and February 29, 2024, during his service, Mehra accumulated and spent assets worth more than 10 crore rupees against a legitimate income of 4 crore rupees. Thus, disproportionate assets worth approximately 6 crore rupees have come to light. During the search at Mehra’s premises, cash worth 8.79 lakh rupees, gold jewellery worth 3.51 crore rupees, silver items, and other valuable articles were recovered. Mehra could not provide satisfactory and certified documents regarding the source of these assets. Luxurious resort built in the name of an agricultural farm ED’s investigation revealed that Mehra and his family had converted “Kasturi Krishi Farm” in Saini village of Sohagpur tehsil into a luxurious resort. It included cottages, residential buildings, roads, artificial reservoirs, farms for cultivation, and other facilities. According to ED’s valuation report, the market value of this property was approximately ₹49.44 crore, while the cost of work done here was estimated at around ₹16 crore. Based on this, the agency has attached movable and immovable properties under Section 5(1) of PMLA. The attached properties include residential buildings, Kasturi Krishi Farm, cash, gold and silver jewellery, and other assets. Bhadouria’s assets worth 18.20 crore also attached Similarly, the ED has provisionally attached movable and immovable properties worth Rs 18.20 crore belonging to former District Excise Officer Dharmendra Singh Bhadouria and his family members. This action was taken based on the FIR registered by the Lokayukta Police, Indore. The investigation revealed that Bhadouria had amassed significant assets during his service between 1987 and August 31, 2025, disproportionate to his known sources of income. Bhadouria and his family’s legitimate income was approximately Rs 2 crore, while during this period, they acquired assets worth about Rs 11.18 crore. Thus, disproportionate assets worth Rs 9.18 crore were found with them, which is about 459 per cent more than their legitimate income. Acknowledged purchase of gold and silver, unable to disclose source During ED raids, a large amount of cash, gold and silver jewellery, bullion, and other valuable items were recovered from Bhadauria’s premises and bank lockers. Bhadauria accepted ownership of the seized cash and jewellery, but could not provide documents related to their source and purchase.
