The incidents of prisoners and undertrial accused jumping parole show no sign of stopping at the Gwalior Central Jail. More than 50 inmates released on parole have still not returned, raising serious concerns for prison authorities. Several of these inmates were serving sentences for serious crimes, including murder, rape and armed robbery. Officials termed the situation a matter of serious negligence. At present, nine inmates have officially been declared absconding after jumping parole. Parole granted widely during the COVID-19 period According to Jail Superintendent Vidit Sarvaiya, a large number of inmates were released on parole during the COVID-19 outbreak following directives from the Jail Headquarters to reduce infection risks. He added, “Even prisoners convicted of serious crimes were given temporary relief during this time. However, many inmates misused the concession After the end of their parole period, several prisoners did not return to jail. Notices and reminders were issued, yet many avoided coming back to jail. This year alone, nearly 700 inmates were granted parole, and 20 of them failed to return on time. Of these, seven are still missing. Parole rules and legal provisions Under the law, both undertrial and convicted prisoners who have remained in jail for more than two years are eligible for parole. An inmate can avail parole up to three times a year—once every four months—for a maximum of 15 days each time. This includes 14 days of parole and one day of travel time. Parole is granted solely based on the prisoner’s good conduct and behaviour. Jail authorities maintain strict records of the date and time of prisoners returning from parole. Case example: Murder convict who jumped parole Earlier, inmate Guddu alias Devendra Yadav, serving a life sentence for murder, was released on parole on 28 February and was required to return by 14 March. He failed to do so and has since absconded. A case was registered against him and his sureties based on a complaint from jail officials, and police are currently searching for them.
