Madhya Pradesh may soon witness a cabinet reshuffle. Chief Minister Dr Mohan Yadav has completed a detailed assessment of ministers and MLAs. This report has been shared with the central leadership. District-level reviews are also under way. These steps have triggered talk of a cabinet expansion, possible new responsibilities for senior ministers, and the return of leaders who were earlier left out. Report sent to central leadership On State Foundation Day, when Bhaskar asked about a reshuffle, the Chief Minister said he would review two years of ministerial work.Sources now confirm that he has prepared a performance report and forwarded it to Delhi.The districts under each minister’s charge are also being assessed. This has created buzz in both political and administrative circles.Report cards of MLAs are also being prepared.If the “Gujarat model” is applied, several senior MLAs may enter the cabinet, while some existing ministers may be moved to new roles. Amit Shah’s statement adds weight Union Home Minister Amit Shah has said that the national president of the BJP will be appointed after the Bihar elections.Because of this, senior leaders from Madhya Pradesh may get positions in the national team.Only after that will the final shape of the Mohan Yadav cabinet be clear. Assessment of ministers and MLAs The plan for cabinet expansion will depend entirely on performance.According to the Chief Minister’s Secretariat, Dr Mohan Yadav began reviewing the government soon after the Commissioner-Collector Conference held in Bhopal in October. 4 parameters for ministers’ report cards Ministers are being assessed on four main points: 1. Grassroots connection- How many villages in their assigned districts did they stay in overnight?How many public meetings or chaupals did they hold? 2. Work in districts – Are they visiting their districts every month?Are they reviewing development works regularly? 3. Coordination with the party – How active are they in organisational meetings and programmes?Are they linking the government and organisation effectively? 4. Central government campaigns How efficiently have they promoted major national campaigns such as the Viksit Bharat Sankalp Yatra? MLAs’ work also under review MLAs were asked to prepare a four-year development roadmap.A detailed report has been made on their use of MLA funds for public welfare and local development.This report will be presented to the Chief Minister soon. Who may enter the cabinet? 1. Senior MLAs likely to return Sources say senior MLAs Gopal Bhargava and Brijendra Pratap Singh are strong contenders. Gopal Bhargava He is the most senior MLA of the current Assembly.He has won nine times from Rehli in 45 years of political life.He has served in the Uma, Gaur and Shivraj cabinets.In 2018, when Congress came to power, he was made Leader of Opposition.He was later included in the Shivraj cabinet expansion in 2020.He was not included in Dr Mohan Yadav’s cabinet, but he may return now. Brijendra Pratap Singh The MLA from Panna was Mining Minister in the previous BJP government.He is close to party president VD Sharma and is considered a choice of the organisation and the RSS.He is a four-time MLA and belongs to the Kshatriya community.He missed out earlier because of caste balancing, but may get a place this time. 2. Kamlesh Shah May Be Included Amarwara MLA Kamlesh Shah, formerly in the Congress, joined the BJP before the Lok Sabha elections.A by-election followed, and he won by 3,705 votes.The BJP had promised him a ministerial post.He was expected to join the cabinet when Ramniwas Rawat was inducted, but it did not happen.Sources say he may now be accommodated. 3. Two women may find place Two women MLAs may also join the cabinet. Malini Gaud She is a four-time MLA and former Mayor of Indore.Indore is a key focus area for the Chief Minister, who has kept the district charge with himself.At present, Kailash Vijayvargiya and Tulsiram Silawat represent Indore in the cabinet. Reeti Pathak She may be included if she is not appointed president of the women’s wing.BJP had fielded seven MPs in the 2023 Assembly polls.Five won.Narendra Singh Tomar became Speaker, and the other three joined the cabinet.Pathak may now be considered. Caste equations likely to change OBC-focused cabinet in 2023 When the Mohan Yadav cabinet was formed, the focus was on OBC support ahead of the Lok Sabha elections.Twelve ministers, including the Chief Minister, were from the OBC community.Nine ministers, including the Deputy Chief Minister, were from upper castes.Five ministers each were from Scheduled Castes and Scheduled Tribes. Now that Lok Sabha elections are over, the focus is shifting to long-term governance and the 2028 Assembly elections.This makes changes in caste representation likely. Ministers included for caste calculations Six MLAs were made ministers to balance caste equations for the general elections.Some of them may now be moved to roles in organisations or boards. Regional Balance: Malwa–Nimar tribal belt Some ministers were included to balance regional influence.Ratlam Lok Sabha seat is an example where three ministers were chosen:Chaitanya Kashyap (Ratlam City), Nirmala Bhuria (Petlawad) and Nagar Singh Chauhan (Alirajpur). Nirmala Bhuria and Nagar Singh Chauhan were appointed to appeal to the Bhil-Bhilala tribal belt of Malwa–Nimar, where about 1.20 crore tribal voters live.This strategy worked, and Nagar Singh Chauhan’s wife, Anita Chauhan, later won from Ratlam. Since the same family now holds two major posts, one of them—either Nagar Singh Chauhan or Nirmala Bhuria—may be shifted to another responsibility, creating space for a new face.
