Madhya Pradesh, permission to construct a house on plots measuring up to 500 sq m (around 5,382 sq ft) can now be obtained at the local body level. There will be no need to obtain a separate development permission from the Town Country Planning (TCP) department. For plots with an approved land use, the map can be approved by the municipal corporation, municipality or municipal council within 30 days. Earlier, the process used to take three to four months. TCP permission scrapped: There will be no need to obtain a separate ‘development permission’ from TCP for building construction. Approval authority: The local body municipal corporation, municipality or municipal council will have the authority to approve building plans and grant construction permission. Mandatory condition: The plot’s land use must conform to the approved Development Plan (Master Plan). Process: The government issued a draft amendment on August 28 and invited objections and suggestions within five days. The final notification is now being issued. Case 1: 1,000 sq ft (around 93 sq m) plot Earlier: After applying to the municipal corporation, applicants had to approach TCP for development permission and layout approval. Files often remained pending for months. Now: If the plot’s land use is already residential, the application can be submitted directly to the municipal corporation. The building plan can be approved within 30 days. Case 2: 3,000 sq ft (279 sq m) or 5,000 sq ft (465 sq m) plot Earlier: To demolish an old house and construct a new or multi-storey building, site clearance and layout approval had to be obtained from TCP. Now: Both plots fall within the 500 sq m limit. If the construction complies with the Master Plan norms, permission can be obtained from the local body. Building permission process stuck for 3 years in Indore likely to resume According to ministry sources, the issue surrounding building permissions in Indore was behind this change. Mayor Pushyamitra Bhargava had raised the matter with Chief Minister Dr Mohan Yadav. In more than a dozen areas, including Banganga, Bhagirathpura, New Dewas Road and Pardeshipura, layouts of Khasra land and plots had not been approved by TCP. Earlier, plots were developed and building permissions granted on the basis of a ‘data form’, but this system was stopped in July 2023. Following this, the process of approving building plans in these areas came to a halt. The new rules are expected to provide relief to such plot owners across the state, including those in Indore.
