The Madhya Pradesh School Education Department has issued guidelines for administrative and voluntary transfers of teachers and educational staff. The transfer process will begin on June 8 and continue till July 15, 2026. After the General Administration Department’s transfer policy, the department has implemented its own separate transfer policy under which applications will be accepted online. As per the departmental order, registration of proposals for administrative transfers will begin from June 8. Applications for inter-district transfers can be submitted between June 8 and June 15. For district cadre as well as division and state cadre transfers, online applications can be made from June 8 to June 17. First administrative, then voluntary transfers The School Education Department’s transfer policy clearly states that transfers will first be carried out on administrative grounds. After that, voluntary transfers will be done based on available vacant posts. No separate transfer policy will be issued for upcoming years. Within a division, transfers can be made to promotional posts within the same division, but teachers from other division cadres will not be transferred to promotional posts of divisional teacher cadres elsewhere. How surplus teachers will be transferred Under the new policy, information regarding availability and shortage of teachers in schools will be maintained on the education portal. Schools with excess teachers will have their surplus staff posted to schools facing teacher shortages. Similarly, officers and employees posted in excess of sanctioned strength in other offices and institutions will be transferred to vacant positions elsewhere. Transfers allowed even during the academic session The department has clarified that in the interest of students, surplus teachers can be transferred at any time during the academic session. A counselling process will be followed for this purpose. Teachers who do not participate in counselling will be transferred on administrative grounds. Who will be considered surplus teachers? According to the policy, the teacher who has been posted for the longest duration in an institution will generally be considered surplus. However, if surplus status arises due to teachers transferred within the last two years, those posted within two years will be treated as surplus. Also, among teachers holding both substantive and higher charge posts, those holding higher charge positions will be considered surplus. Option for voluntary transfers The department has also clarified that surplus teachers will be eligible to participate in the online voluntary transfer process like other teachers. They will also be able to apply for preferred vacant posts under the prescribed procedure. The aim of the new system is to ensure balanced distribution of teachers in schools and to provide adequate educational facilities to students. Schedule for voluntary transfers Who will not be transferred According to the new policy, officials and employees with one year or less remaining for retirement will not be transferred administratively. Similarly, employees whose home district and current posting district are the same will generally remain in their home district. However, in special circumstances, they may be posted elsewhere. Unmarried, widowed, divorced, separated women, and cases involving serious illness of the employee or spouse will be considered for posting in the home district or a convenient location. Strict rules on salary payment The department has clarified that after implementation of transfer orders, salary cannot be drawn from the previous institution. After relieving, the last pay certificate and service records must be sent to the new posting office. Employees who fail to comply with transfer orders, proceed on leave without permission, or do not join duties will face disciplinary action. Appeal provision against transfer orders Employees affected by transfers at district, divisional or state level can submit online representations within seven days. These will be disposed of within the prescribed timeframe. The policy also states that in case of death of a spouse, priority will be given for transfer, and this benefit will be available once within two years of the incident.
