Five months have passed since allegations of an MBBS degree distribution scam emerged at Gajra Raja Medical College (GRMC) in Gwalior, but no action has yet been taken by either GRMC or Jiwaji University. The controversy centres on claims that MBBS degrees were issued to students who had previously been expelled in connection with the Vyapam recruitment and admission scandal. The complainant alleges that both institutions have failed to provide information about the expelled students, not only to him but also to investigators. According to the complaint, GRMC initially cited a pending High Court case as the reason for withholding information, despite the matter not being under consideration by the court. Jiwaji University later reportedly cited the ongoing Lokayukta investigation as grounds for refusing to disclose records. Meanwhile, Lokayukta Police have recorded the complainant’s statement, and sources indicate that significant action could follow soon. Institutions accused of using different reasons to withhold records Former medical student Sandeep Lahariya, the complainant in the case, said he has been seeking information related to degrees awarded to expelled students since January 2026. According to Lahariya, GRMC first declined to provide records, claiming that the matter was pending before the High Court. He alleges that this explanation was incorrect because no such case is currently under judicial consideration. He later sought records from Jiwaji University regarding degrees issued to the students concerned. During the first appeal process, the university reportedly stated that the information would be provided by May 30. However, Lahariya said he received a communication on May 24 stating that the information would be supplied shortly. A more recent message, received a few days later, allegedly stated that disclosure was not appropriate because the matter was under Lokayukta investigation. He claims repeated explanations have been used to delay the release of records. Viral audio recording triggered fresh scrutiny The controversy gained attention after an audio recording allegedly involving Prashant Chaturvedi, then a clerk in GRMC’s student affairs section, surfaced publicly. The recording reportedly referred to the issuance of MBBS degrees to students who had been expelled by the “New High Power Action Committee” in 2017 following their alleged involvement in the Vyapam scandal. In the audio, the staff member is allegedly heard defending his actions by saying he was merely clearing old pending cases. A second audio recording has also surfaced, according to the complainant. In that recording, the clerk is allegedly heard apologising and repeatedly asking what mistake he had made and why the former student was upset with him. The authenticity of the recordings has not been independently verified. Complaint alleges degrees were issued to expelled students Lahariya filed a complaint with the Lokayukta Superintendent of Police in Gwalior, alleging collusion between GRMC and Jiwaji University. According to the complaint, around 30 students admitted between 2006 and 2010 were expelled in 2017 by the New High Power Action Committee after their names surfaced in the Vyapam scandal. Despite their expulsion, the complaint alleges that approximately 70% of those students were later awarded MBBS degrees. Investigators have reportedly obtained additional evidence in recent weeks, prompting increased activity in the inquiry. The complainant’s statement has already been recorded as part of the investigation. Complainant alleges document tampering Lahariya has alleged that officials from both institutions are working together to conceal information. He claims there is a possibility that records are being altered, hidden, destroyed, or manipulated. “If no irregularity has occurred, why is there reluctance to provide the records?” he questioned. These allegations remain under investigation, and no official findings have yet been announced by the Lokayukta. University registrar responds Responding to the allegations, Jiwaji University Registrar Rajeev Mishra said the information sought by Lahariya had already been addressed through the university’s first appeal process. According to Mishra, the Vice-Chancellor had resolved the matter and there was nothing new in the case. “The issue raised in the first appeal has already been settled. If there is any new complaint, it can be brought to my attention,” he said. Investigation continues The Lokayukta investigation remains ongoing. Authorities are examining allegations that MBBS degrees may have been issued to students previously expelled in connection with the Vyapam case, while also reviewing claims of record suppression and procedural irregularities. No formal charges or findings have been announced so far, but investigators are continuing to gather evidence and statements.
