To build a house in Madhya Pradesh, people will no longer have to get entangled in paperwork. The state government is set to implement a Single Agency Clearance System, under which approvals ranging from municipal corporation permissions to electricity connections will be available through a single application. Under the new system, house construction permission, electricity connections, and Gumasta licenses will become easier to obtain. The initiative is being introduced under the ‘Ease of Doing Business’ policy. The Urban Development and Housing Department has prepared its blueprint, which will be presented at the ministry on May 13. Read in today’s Monday special story, how the Single Agency Clearance System will work. What is this new system? It will act like a digital bridge. For building permission, there will no longer be a need to make separate rounds to the Fire Brigade, Environment Department, Town and Country Planning, Water Department, and Electricity Company. The entire process, from application to inspection and final approval, will be completed on a single online portal.
How will this modern system work? Several technical changes have been made to make the process transparent and fast. How different is the proposed system from the existing one?
Currently, one has to visit different departments for maps, fire NOC, and electricity and water. This takes 30 to 90 days. In the proposed system, as soon as the map is uploaded, the system will check the rules (FAR, setback, height). All NOCs will be processed simultaneously in the backend. The work that used to take 3 months will be completed in 7 to 21 days. What will be the impact on the Municipal Corporation and departments? The Municipal Corporation will now function as a ‘Nodal Agency’. If a department does not respond on time, ‘Deemed Approval’ (automatic approval) will be implemented.
