To strengthen coordination between the government and organisation in Madhya Pradesh, the Bharatiya Janata Party has launched a major ‘worker adjustment’ campaign at the district level. Across MP’s 55 districts, key grassroots party workers are being assigned important responsibilities through government committees and boards. The government and the organisation’s main focus is to make active workers — from the panchayat level to the district level — partners in government functioning. More than 70 committees will be formed in one district Ministers in charge have been given command over appointments in their respective districts. Core group meetings are being held continuously in districts, where the process of shortlisting names is now in its final stage. Under this exercise, thousands of workers are to be appointed to over 70 different types of committees across 31 departments. Monitoring being done from CM’s office On one side, names of workers are being finalised through BJP’s district-level core groups. On the other, the entire process is being monitored by the Chief Minister’s Office. Three months ago, on 27 January, the Chief Minister’s Office issued orders in this regard to ministers in charge and district collectors. Around 200 leaders will be powerful in one district If the number of committees and members fixed by departments in each district is assessed, appointments of around 190 to 200 members are to be made in different committees in one district alone. On this basis, more than 10,500 workers across Madhya Pradesh’s 55 districts are set to get positions in government committees. This number could grow even bigger when district-level, block-level and gram panchayat-level committee members are added, becoming a major tool to activate BJP’s grassroots machinery. Khandelwal said- Whoever is capable of what, will get a place there BJP state president Hemant Khandelwal said the party’s effort is to ensure every appointment is made with consensus from the leadership and broad agreement from all sides. He said this is why the process sometimes takes time, but appointments are gradually being completed. How BJP workers will be adjusted across department-wise committees Big share in Panchayat and Education departments Under the Panchayat and Rural Development Department, a total of eight committees are to be formed, with Disha, Jal Swachhta and Yuva Gram Shakti Committees among the key ones. In the School Education Department alone, nearly nine members are to be appointed in district-level appointment, grant and construction committees in every district. Similarly, in Higher Education’s Janbhagidari Committees, one chairman and 13 members will be nominated for each college, creating a major platform for workers. Large number of posts in social justice and development committees Under the Planning, Economics and Statistics Department, seven different levels of committees have been created. Among them, the District Antyodaya Committee is considered the most important, where a minimum of 10 and a maximum of 30 members can be appointed. Likewise, committees at municipal corporation and municipal council levels have quotas ranging from five to 21 members. Workers will also get opportunities in six Social Justice Department committees, including advisory bodies for persons with disabilities and committees linked to the Chief Minister Kanyadan Scheme. Appointments in administrative and technical departments In the Jail Department’s Visitor Board and Non-Government Advisory Committee, 10 members will be appointed in each district. In the Police Department’s District Police Complaint Board, priority will be given to women councillors and district panchayat members. Apart from this, fixed numbers of nominated members have also been decided for ITI committees under the Technical Education Department, the Sports Department’s Coach Welfare Committee, and PHE’s Water and Sanitation Committees. Committees linked to economy and development In the Food and Civil Supplies Department, six committees will function from district level to development block level and even fair price shop level. Appointments are also being made — on the recommendation of ministers in charge — to the District Trade and Industry Centre Task Force and the Small Industries Promotion Board. Local faces will also be included in the Agriculture Department’s ATMA project and missions run by the Horticulture Department. Ministers in charge active, core groups deep in deliberations Special instructions have been issued to ministers in charge to sit with the organisation and select names that can strengthen BJP’s electoral equations and regional grip ahead of upcoming elections. Whether it is the Valuation Committee under the Stamp and Registration Department or the Mutation Committee under the Revenue Department, power is being decentralised everywhere by making workers part of administrative processes. In the next few weeks, names for all these committees across all 55 districts are expected to be finalised, opening the door for thousands of leaders and active workers across the state to work in government-linked positions.
