Transferring an old vehicle from one state to another is going to become easier. The central government may remove the mandatory requirement of ‘No Objection Certificate’ (NOC) for transferring vehicles to another state. For this, a high-level committee of NITI Aayog has sent a proposal to the Ministry of Transport (MoRTH). Additionally, the government may also change the registration rules for 15-year-old vehicles. Learn the current vehicle registration process when changing states According to Section 47 of the Motor Vehicle Act 1988, you can drive a vehicle from another state for up to one year in any state. Within one year, you need to register your vehicle in the new state. For this, it is necessary to obtain NOC from the old RTO. This process is different in each state and requires different documents. This includes documents like registration certificate, fitness certificate and tax receipts. This certificate shows that there are no pending taxes or criminal cases registered against the vehicle. Without this, registration in another state is not possible. This certificate is especially useful when buying and selling second-hand vehicles. Verification will be done through auto-generated system The committee has suggested that instead of NOC, an ‘auto-generated clearance system’ should be introduced. Fitness, not age, will determine whether vehicle stays on road The committee has suggested another major change. Now vehicles will be checked for their fitness instead of removing them from roads based on their age. International Practice: In many countries, it doesn’t matter how old the vehicle is, as long as it passes the fitness test. Benefit for Commercial Vehicles: The committee believes that due to age-based restrictions, even vehicles in good condition are sometimes declared as scrap. If a strict fitness inspection system is implemented, safe and fit commercial vehicles can continue to operate even after crossing the age limit.
