Dainik Bhaskar’s investigation team has exposed this racket, whose ties extend from Dubai, Thailand, and Turkey to India’s capital, Delhi. This racket is not only targeting people who can go abroad but is also running an illegal system in Delhi for those who do not have passports or do not want to risk going abroad. How is this entire network operating and how is a guarantee being given to implant a boy in the womb? Read the report Investigation began with the lure of commission The investigation into this entire matter began when several renowned gynecologists across the country, including Madhya Pradesh, started receiving emails from IVF centers in Dubai. These emails contained a shocking offer – ‘Send us patients who only want a boy, and we will give you a 10 percent commission on the total cost of treatment.’ While many doctors immediately rejected this unethical and illegal offer, some were also reported to have fallen into this trap. It was clear that the illegal work that could not be done here due to India’s strict ‘Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act, 1994’ was being carried out on foreign soil. 6 Points of Bhaskar Investigation Doctor said – If not Dubai, we will send you to Turkey Continuing the investigation, a Bhaskar reporter, posing as a couple desiring a son, contacted Dubai’s renowned Allahabadia IVF Center. After some initial conversations and sending reports, a Zoom meeting was scheduled with the center’s head, Dr. Gautam Allahabadia. In the meeting, Dr. Allahabadia, citing the reporter’s wife’s medical reports, said, ‘Your wife’s AMH (Anti-Mllerian Hormone) is very low. If we need nine embryos for testing, then IVF will have to be done at least six times, for which you will have to come to Dubai four to five times.’ When the reporter asked why nine embryos were needed, the answer was even more shocking. ‘Yes, if we do nine, one or two boys come out of them.’ He quoted the cost of this entire procedure at 30 to 35 lakh rupees. When the reporter expressed inability to come to Dubai so many times, Dr. Allahabadia immediately suggested another way. Delhi has an ‘illegal’ workaround The conversation completely changed when the reporter mentioned the problem with getting a passport. He described himself as a 20-year veteran in this industry and said that his work was to organize IVF, donor eggs, and surrogacy. When the reporter explained the desire for a son and the compulsion of not being able to go to Dubai, Wankhede assured that his work would be done. He said that all this would happen in Delhi and if a good result was desired, Delhi was the only place. He claimed that only two or three people in India do this. I am one of them. Here, we spoke with Dr. Gomathi and then Dr. Dhanshankar K.R. The revelations made by Dr. Dhanshankar were hair-raising. He clearly stated, ‘A hundred percent guarantee for IVF is not possible, but I am giving a guarantee for gender. If the pregnancy is positive, it will be a hundred percent boy.’ When the reporter asked how this was possible, he explained the entire scientific process. This entire process has 6 stages. This procedure claims up to 99% accuracy, and millions of rupees are being charged in the name of this guarantee. Strictness of PCPNDT Act in India In India, under the PCPNDT Act, 1994, conducting sex determination before birth or promoting sex selection in any way is a serious offense. Under this law, disclosing or selecting the sex of the fetus is completely prohibited. Doctors or clinics doing so may have their licenses revoked, heavy fines may be imposed, and they may also face imprisonment. However, this international racket is exploiting the weakness of this very law. Since this procedure is taking place in countries like Dubai or Thailand, where it is legally permitted under the name of ‘family balancing’, they are outside the purview of Indian law. But carrying out this work through brokers in Delhi is a direct violation of Indian law. Business happening under the guise of medical tourism Dr. Pragya Tiwari, Senior Joint Director of NHM, said that sex selection of a fetus is completely prohibited under the PCPNDT Act. A section of this act clearly states that advertising any kind related to sex selection is also a punishable offense. The Government of Madhya Pradesh has been continuously vigilant and sensitive regarding this issue. She informed that information and complaints have been received from various sources that using advanced techniques, it is being decided whether the child will be a boy or a girl, under the name of ‘family balancing’. Some other countries, including Dubai, Thailand, and Australia, are promoting such services as medical tourism. Couples from the state also travel to these countries as tourists to undergo this procedure and later return to India, where the child is born.
