If this continues, I, along with my wife and daughters, will be forced to commit self-immolation… These words were spoken by Vinod Malviya, the Municipal Council President of Parasia in Chhindwara district. In the last 10 days alone, two women have filed cases against the president, specifically for attempted rape. In fact, not one or two, but 9 cases have been registered against him so far. Several audio-video clips have also surfaced. Disturbed by the continuous complaints and his expulsion from the BJP for 6 years, he posted a video on social media to present his side. The story of becoming a municipal president from an auto driver In 2022, elections were held for the post of Parasia Municipal President. BJP and Congress got an equal number of seats. The BJP offered to form the government, after which two councilor candidates were deliberated upon. Both had strong claims, so the decision was made through a lottery. When the slip was opened, the fortune of Vinod Malvi, who became a councilor for the first time, also opened up. In this way, he became the president of Parasia Municipal Council. Before becoming president, he was merely a BJP worker. His source of income was an auto-rickshaw, which he drove himself. Although he took office, he remained more in discussion due to complaints rather than development in the area. And not just any complaints Spy scandal, audio going viral, obscene talks with a woman, disproportionate assets, irregularities in issuing certificates, vehicle attachment, and irregularities in lease distribution. Out of these, he went to jail in a case of molestation of a woman. Investigations are ongoing in all other cases. First, the case that heated up the matter First Case: It was registered on February 5 at Parasia police station, alleging obscene phone calls with a woman and sharing her audio on social media. Police registered a case against Vinod Malviya. According to the information provided in the complaint letter, the victim has alleged that obscene things were said over the phone by Vinod Malviya, and these conversations were recorded and shared on social media, which was done with the intention of defamation. Under this, action has been demanded under sections of molestation and IT Act, including sections related to privacy violation. (laughing) Woman: We are not talking nonsense, speak. And I understood, so I talked normally. At least they felt that we were talking about work. Now when I meet her, I will say that we just talked. Vinod: That’s her. Woman: Does she get agitated just by making this call? Vinod: Yes. Woman: @!#$%^, okay. Vinod: She is tolerating our back-and-forth because her father is unwell. And I should tell her parents that she is saying this. Woman: What am I doing? I have stopped calling altogether. Vinod: You will forget me. Woman: I won’t forget, but I won’t call. Seeing your actions, I regret it a lot, that’s why I stopped meeting. Vinod: She was saying that by serving at a temple near Haridwar, one gets to stay in an ashram and also gets food. She said, “Bring me four yellow sarees.” I said, “I’ll bring them, you go.” Woman: Yes… we both will stay, tell her “you go.” Vinod: She talks a lot. Woman: Because you are like that. Vinod: Because of you, I got screwed. Woman: Because of me? Vinod: Yes. Woman: Tell me, what am I doing? Second case: Attempted exploitation of husband under the guise of not giving him a job Chandameta police registered an FIR against Malviya on February 10 based on the woman’s complaint. The complaint made serious allegations regarding his attempt to physically exploit her by misusing his position. According to the victim- an attempt was made to establish a relationship with her by luring her husband with a job in the municipal administration, and upon refusing this, she was even threatened with demolishing her house wall. The woman told the police that on January 10th at 1 PM, when no one was at her house, Vinod came to her house with bad intentions. He grabbed my hand and tried to establish an illicit relationship. Allegation of conspiracy in the video – Warning of suicide On February 15, Municipal President Vinod Malviya released a video. He said- “For the past one month, I and my family have been suffering from severe mental harassment. I have been a worker of the Bharatiya Janata Party since 1998 and have been the President of Parasia Municipal Council for 3.5 years, but the person who has been continuously complaining against me for 3 years is trying to remove me from my post. The entire city knows who those people are. These people conspired and got me expelled from the Bharatiya Janata Party. After this, three-four people from my own party, in collusion with an officer, are using money and power to file false complaints on behalf of women and register a case against me. If the woman was right in this matter, why didn’t she complain immediately? Why is the complaint being made now?” This proves that it is a well-thought-out conspiracy. Questions were raised against me in the assembly, including corruption, which were investigated, and nothing was achieved. I apprehend that more women might be made to file false complaints, and if this continues, I will be forced to self-immolate with my wife and daughters, but I have full faith in the law that it will not take wrong action.” Now, know about the famous cases related to Speaker Malviya 1. Allegation of ‘contract’ for espionage Former BJP district general secretary and councilor Anuj Patkar accused Vinod Malviya and former BJP district general secretary Paramjeet Singh Vij of spying on him. His driver Durgesh was given a ‘contract’ for espionage. Durgesh also filed a complaint with the SP Chhindwara on September 2, 2024, regarding this matter, in which he stated that Parasia Municipal Council President Vinod Malviya and BJP District General Secretary (then) Paramjeet Singh Vij lured him with the promise of a job in Parasia Municipality and asked him to spy in return. Durgesh also stated in the complaint that he also gave Rs 30,000 to Vinod Malviya on his demand, in the name of securing a permanent job. When he did not get the job, after a few months, when he asked Vinod Malviya and Paramjeet Singh Vij for the Rs 30,000 back, he was removed from the job, stating that he was not providing any information related to Anuj Patkar. Meanwhile, Rs 6,000 were transferred from the Municipal Council’s bank account to his account for two to three months. During this period, he neither went to the Municipal Council nor did any work for the Municipal Council. In this case, Durgesh has filed a complaint in the court, which is currently pending. 2. Family recording went viral One accusation against Vinod Malviya was that he viralized an audio of a family conversation of BJP’s Anuj Patkar on social media. Anuj Patkar lodged a complaint regarding this at Parasia police station on April 25, 2025. Police registered a case against Vinod Malviya, Rinku Ghorke, and Vaishnavi Taran in this matter, which is pending in court. 3. Audio of obscene conversation with a woman surfaced Recently, after the audio of the conversation between BJP’s former general secretary Paramjit Singh Vij and Vinod Malviya regarding the demand for commission came out, another audio surfaced. In this, an extremely obscene conversation is going on between a woman and a man. Such words are being used that it is not even possible to write them. Vinod Malviya’s voice is also said to be in this. However, Bhaskar Digital does not confirm this. On the complaint of the woman, Parasia police have registered a case against Malviya. 4. Audio of demanding free liquor goes viral An audio of demanding free liquor from a liquor contractor in Parasia also surfaced. In this audio, the voice of the person demanding liquor was identified as that of Parasia Municipal Council President Vinod Malviya. In this audio, the contractor flatly refused to give free liquor. The Congress had also made a lot of noise regarding this matter. 5. Complaint to Lokayukta in disproportionate assets case A complaint has also been filed against Malviya with the Lokayukta. BJP councilors Anuj Patkar and Pawan Suryavanshi stated in the complaint that the property-related information Malviya submitted to the Election Commission regarding himself in the nomination filed for the Urban Local Body Elections 2022, how much property was declared in it and what his expenses are today. The Lokayukta has been informed that Malviya receives an honorarium of Rs 1 lakh 15 thousand 200 per year from the municipality. According to the filed nomination, no other valid or professional source of income is known for him, despite this, his daughter, who is studying in a coaching institute, has an annual fee of Rs 1 lakh 39 thousand. She has been studying there for the past 2 years. The hostel where his daughter is living has a fee of Rs 15 thousand per month, which is many times more than his income. Malviya has purchased a four-wheeler (Scorpio) bearing registration number MP 28 ZN 6269 (estimated cost Rs 20 lakh). Additionally, household items such as a 55-inch LED TV (80 thousand), a laptop (1 lakh), and a mobile (1 lakh 50 thousand) have also been acquired. An investigation has been demanded into the source of the funds used to purchase these items, and to register a case of disproportionate assets. 6. Allegation of distributing certificates with a single signature It is alleged against Malviya that while being the Municipal President, he illegally issued several certificates with his sole signature. These include poverty line certificates, residence certificates, no-objection certificates, electricity certificates, house certificates, etc., whereas Vinod Malviya does not have the authority to issue these certificates with a single signature. 7. Fraud in vehicle attachment as well Malviya attached car number MP 28 ZH 9075 for his own (President’s) use in the municipality. Here too, the car was acquired based on a quotation, without following the tender process. This vehicle is registered in the RTO in the name of Manav Sharma, a resident of Chandameta, while the contract in the municipality has been made in the name of Sanyam Singhai, son of Sushil Singhai. A complaint regarding this matter, along with documents, has also been lodged with the Joint Director of the Urban Administration Department, Jabalpur. 8. Irregularities in lease distribution Allegations of irregularities in lease distribution have also been made against Vinod Malviya. A complaint regarding this was also made to the office bearers of the organization. Complainants Councilor Anuj Patkar, Pawan Suryavanshi, and BJP Backward Class Morcha’s Mandal President Ashish Jaiswal alleged that out of 32 leases in Ward No. 1, 29 were sanctioned for tribal beneficiaries, but Vinod Malviya distributed them to people from other communities after taking money from them. Vinod Malviya also demanded money from tribal beneficiaries in exchange for granting leases. In this matter, 29 beneficiaries had complained to the Collector with an affidavit. President Malviya embroiled in IT Act for the third time This is the third case registered against Municipal President Vinod Malviya under the IT Act. Previously, a case was registered over a social media post concerning a specific religion and in a matter related to BJP leader Anuj Patkar. Being booked under the IT Act for the third consecutive time is legally considered a serious category. Party and Police Action Vinod Malviya, President of Parasia Municipal Council, was sent to jail under judicial custody by the Chhindwara Court on Wednesday. A case was registered against him under various sections of the ST-SC Act, IT Act, and BNS. According to the police, a case has been registered against Vinod Malviya under various sections of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, Information Technology Act (IT Act), and Bharatiya Nyaya Sanhita (BNS). During the hearing of the case, the prosecution demanded judicial custody, which the court accepted. Party Expelled State President Hemant Khandelwal has expelled Vinod Malviya for 6 years. I had also complained about Vinod Malvi regarding this. Taking note of my complaint, the party expelled Malviya, who was tarnishing the party’s image, for 6 years. BJP District President Sheshrao Yadav says that as per the instructions received from the state president, Municipal Council President Vinod Malviya has been expelled from the party for 6 years.
