Mohan govt unveils mega reform plan for 2025:Ayushman health coverage for 15 lakh employees; pension rules revised, 5-day week ends, recruitment process overhauled

Madhya Pradesh government, led by Chief Minister Mohan Yadav, is set to implement five significant reforms in 2025 aimed at administrative efficiency. The 5-day work week, introduced during the COVID-19 pandemic, will be scrapped. Holidays will be reduced, and a region-wise leave system will be implemented. In addition, the state plans to launch an Ayushman-like health insurance scheme for government employees, align pension rules with central government standards, reconsider restrictions on employees with three children, and reform recruitment processes in departments with vacant posts. 1. Chief Minister Ayushman Health Insurance Scheme with cashless treatment Current system:
Employees and pensioners currently pay medical expenses upfront, with reimbursement later based on Central Government Health Scheme (CGHS) rates. Often, reimbursements do not cover the full cost—for example, a liver transplant costing ₹20 lakh gets only ₹4 lakh reimbursed. Proposed plan:
Under the Chief Minister Ayushman Health Insurance Scheme, 15 lakh state employees, pensioners, and their families will get cashless treatment. Employees will contribute ₹3,000–₹12,000 annually, while the government covers the remainder. 2. Holiday reduction and region-wise leave system The government is considering ending the 5-day work week and revising holiday rules. A committee may implement a region-wise leave system, allowing districts to declare holidays based on local festivals and traditions. Currently, employees receive 53 fixed holidays, including three optional leaves. The committee will review optional holidays and the feasibility of maintaining 5-day work weeks, noting that employees work only 168 days on average out of 365 due to excessive holidays. 3. Pension rules aligned with central government, benefits for daughters MP is revising pension rules to match central government standards. Unmarried, widowed, or deserted daughters over 25 years will now qualify for family pensions, unlike the previous rule where only daughters under 25 were eligible. 4. Two-child policy in government jobs to end The government is preparing to abolish the 24-year-old rule barring candidates with more than two children from government jobs. Post-amendment: 5.
